TECHNICAL PROGRAM

The technical program will cover all aspects of control and communications: theory, fundamental studies, and applied studies. It will include plenary session and thematic sessions composed of oral presentations. Contributed papers will be 10 minutes in length, with 5 minutes for discussion. Invited papers will be 25 minutes, with 5 minutes for discussion. Multimedia projector will be available.

National Instruments Seminar will be held in conjunction with SIBCON. You are cordially invited to participate for free.

It is a good opportunity for sponsored organizations to make the advertising message and to distribute the promotional materials through organizing committee to many organizations of Russia and abroad.

 

GENERAL INFORMATION

All accepted papers of SIBCON International Conference will be published in the IEEE Xplore Digital Library, conference proceedings, under an ISBN reference, in paper and in CD-ROM support.

Paper will be accepted only by electronic submission through the conference web site. At least one of the authors of each accepted paper must register as a full participant of the conference and present paper personally to have the paper published in the proceedings and be scheduled for presentation.

Authors also should adhere strictly to the format instructions. The organizing committee reserves the right to reject accepted papers of the authors that do not fully comply IEEE and SIBCON International Conference requirements:

  • author is not following ethical standards and plagiarism terms
  • paper has not been presented
  • registration fee has not been paid in time
  • paper doesn't meet the IEEE quality standards
  • paper is not strictly following to formatting requirements

For more information on the electronic submission and formatting instructions given on template are available. Original papers not being submitted to journals or other conferences will be considered. All submitted papers will be evaluated according to its originality, significance, correctness, presentation and relevance. We encourage authors to present novel ideas, critique of existing work, and practical studies and experiments.

 

ETHICAL STANDARDS AND PLAGIARISM

In accordance with academic and professional protocols and the IEEE requirements, SIBCON Conference can not accept a paper if it is not the author's original work, has been published before, or is currently under consideration for publication elsewhere. The article must not contain any libelous or unlawful statements or in any way infringe the rights of others. All authors must declare they have read and agreed to the content of the submitted paper.

IEEE defines plagiarism as the use of someone else's prior ideas, processes, results, or words without explicitly acknowledging the original author and source. Plagiarism in any form is unacceptable and is considered a serious breach of professional conduct, with potentially severe ethical and legal consequences.

If an author is found to have committed plagiarism sanctions may be applied by IEEE. Individuals whose names are placed on the IEEE Prohibited Author List will not be allowed to organize or lead any IEEE sponsored activities such as invited conference sessions, distinguished lectureship, editorship of IEEE publications, paper reviewer for IEEE etc.

Conference SIBCON uses the CrossCheck plagiarism screening service to detect instances of overlapping and similar text in submitted manuscripts. CrossCheck site is a multipublisher initiative to screen published and submitted content for originality.

 

GUIDELINES FOR ORAL PRESENTATIONS

One author registration can cover up to two papers. One of the authors must give a presentation of the paper at the conference.

A paper not presented takes away a slot from another author and creates a hole in the session, which can inconvenience both the audience and organizers. Therefore, as prescribed by the IEEE regulations, no-show papers will not appear in the Conference Proceedings published at IEEE Xplore nor be considered for publication in the special issues after conference.

Please note that the overall time available for your presentation is limited to 15 minutes of which 10 minutes are allowed for the actual presentation and 5 minutes for discussion. You should plan your presentation carefully. You should select your vocabulary to address as wide an audience as possible and avoid unfamiliar abbreviations or expressions. Your oral presentation should be performed to answer the following questions:

  • Why was the project undertaken?
  • What was done?
  • What was learned?
  • What does it mean?

Remember, the three rules for an effective presentation are:

  • Tell them what you are going to say (spend a few moments introducing your topic and what you intend to speak about).
  • Tell them (deliver your talk, including the methods, results and conclusions)
  • Tell them what you said (summarize the most important points of your lecture).

Please remember that the responsibility of having your paper ready for Presentation at the scheduled time is primarily in your hands as the presenter. Check the readability, completeness and order of your slides before your presentation. Arrive well in advance of the session, and acquaint yourself with the operation of the podium and location of the equipment. Conference staff will be present to assist you. There are no scheduled breaks in the agenda so it is mandatory that the presentations be loaded before the beginning of each session.

Be careful to speak in accordance with the sequence of your slides. Avoid making major modifications to your transparencies during your presentation. Do not use more than 1 slide per minute. Please stay within the time limit allocated for your presentation.

Technical equipment provided in the Conference room are:

  1. Multimedia video projector;
  2. Projection screen;
  3. Standard multimedia PC with CD-ROM drive.

The operating system for session computers is Microsoft Windows XP. The available software is Microsoft Office XP (or newer) that includes Word, Excel, PowerPoint, Adobe Acrobat Reader, and Windows Media Player. Therefore, all presentations must be compatible with these packages. We suggest you to upload your presentation on a USB memory stick or CD-ROM better than connecting your laptop.

Slide and overhead projectors will not be available!
